Organisations The whole ladder, top to bottom
A governing body, a county association, a school, a club, a coach, a parent and an Athlete all need something different from the same session. This is what each of them gets, and what each of them pays. The short answer on the last part is almost always nothing.
The principle
Most systems in sport are sold at the top and pushed down. A governing body buys something, mandates it, and three seasons later a volunteer is still running the team on WhatsApp because the mandated thing was built for someone else.
This works the other way round. The club uses it because it is genuinely the easiest way to run a Saturday. Everything above the club is then built out of what that use produces, rather than out of a return somebody had to fill in.
So the evidence is a by-product of the work, not a task on top of it. That is the only version of this that survives contact with a volunteer's Tuesday evening.

What aggregates and what does not. Participation, development and safeguarding evidence roll up in aggregate at every level above the club. An individual Athlete's own record does not: that belongs to them, it moves with them, and an organisation sees it only where the Athlete or their guardian has agreed. A body confirms what is true about somebody without ever holding the file.

The money, plainly
Not the club, not the association, not the coach, not the school for admin. There is no per-member charge anywhere in this and there never will be. The base layer is free because it has to be free for the evidence to exist at all.
The only paid thing is a person's own development record, at £4.99 a month.
Every organisation has a code. When your members choose premium through it, money returns to your level: club, association, county, national body. Real money, for kit, coach education, referee development, girls' football or whatever your gap actually is.
Plus every paid licence funds a free one somewhere it was needed. That is the same pound doing two jobs.
